LNet MR routing: output a warning if discovery is off

    Description

      Although MR routing works with discovery is off. It is ideal to keep discovery on. In this way the internal peer database has an accurate view of the gateway's interfaces.

      If you attempt to add a route and discover is off, output a warning that discovery is off
