add option to abort recovery between MDTs but not between client/MDT

    Description

      If there be some problem during recovery between MDTs, it could not affect the client
      and the MDT, there should be some option in "lctl abort_recovery" to abort the recovery
      between MDTs but don't affect the recovery between client/MDT

            The patch (https://review.whamcloud.com/36744/) had been merged above should be LU-12966, instead of LU-12546.
