[LU-13906] Build make use of %{name} consistent

Description

rpmbuild when specifying the lustre_name:

rpmbuild --define "lustre_name lustre_ib" lustre.spec

Results in an inconsistent build where package names and dependencies do not align.

For example depending on lustre-osd... (where the built package is lustre_ib-osd...)
