[LU-18692] libtool: Version mismatch error

Description

If libtool and aclocal.m4 were generated by different versions of build tools, then building Lustre codes will hit errors similar to the following:

libtool: Version mismatch error.  This is libtool 2.4.7 Debian-2.4.7-7build1, but the
libtool: definition of this LT_INIT comes from libtool 2.4.6.
libtool: You should recreate aclocal.m4 with macros from libtool 2.4.7 Debian-2.4.7-7build1
libtool: and run autoconf again.

To resolve the issue, we can append "--force" option to libtoolize in augoten.sh and run "sh augoten.sh" to regenerate the files. In order to avoid editing augoten.sh, we can add a "-f|--force" option to that script.
