Check health status for MDS, MGS and OSD

    Description

      The health_check status is not checked for MDS/MGS servers, so they are reported HEALTHY always, even during HA failover.

          Patch adds health_check() routines to the MDS and MGS to check ptlrpc services health and to OSD to check it is mounted and is not in read-only state.
