Description

In my local test, when I enable nrs orr policy, I always hit the LBUG caused by LASSERTF(rc == 0, ...) in nrs_orr_start(). Then I find this assertion code is obsolete and should be removed since the patch of http://review.whamcloud.com/#/c/2831/ landed.

I will create a patch later.
