enable sanity.sh test_160a failures for DNE

    Description

      I just noticed that sanity.sh test_160a is using a special "err17935" handler for test failures, essentially skipping the test result if run with DNE. I suspect this is no longer needed (it dates from ancient 1.x days), and should be removed and treated like a regular error.
