[LU-10112] FLR: Support DoM component

Description

In the phase 1 of FLR, it will not support DoM in mirror layout of FLR. It has disabled to create such a layout from command line. It's simply not convenient to do it at this stage.

DoM+FLR will be working in the next phase of FLR project.
