mkfs.xfs is in the xfsprogs .rpm. the only reason I can think of this program wouldn't exist is if that package isn't installed. If that is the case this is a DCO issue, not a lustre bug.

I note the test_116 and the use of xfs in test was only introduced in the very recent landing of https://review.whamcloud.com/31037, "LU-10520 mkfs: enable extents for big MDT". Before that the lack of xfs on SLES test nodes wouldn't have been seen and wouldn't matter.

We need to add a dependancy for the xfs utilities for rpms as well as debs.
