[LU-11475] LNet discovery: allow deleting primary_nid in router case

Description

If the router responds with a ping or a push in which the primary_nid has been changed then allow the peer_ni to be changed as well. For non-router nodes, we can not remove the peer_ni because doing so will break the upper layers who rely on the primary_nid. Routers on the other hand are invisible to the upper layers.
