Even if the default OST layer is not OFD, it is still useful to have the infrastructure to be able to test OFD on master in parallel with obdfilter. This will ensure that the code in master continues to work after changes, and will simplify performance and functional comparisons of the two IO stacks. |

As part of this effort need to ensure sanity-quota is updated to run tunefs.lustre -quota when USE_OFD is set and using a ldiskfs OSD. |
