 Description

Large CPU usage found during obdecho-survey test. Based on profiling, page allocation is result of it. Looking in lustre logs, lu_env used to store paged don't reused and allocated for each call. as obdecho env already uses an CL tag, it good to reuse a cl env cache as similar as does for md operations.

looks like a dup of LU-12578. I agree we should try to reuse cl_env_get() infrastructure.

Alex, probably. LU-12578 is declined to submit. with attached patch CPU dropped by 90%, bw is increased by 10%-30% as CPU isn't bottleneck now.
