[LU-13133] sanity-selinux test_21a and test_21b: sepol update in case of combined MGS/MDS

This issue relates to the following test suite run: https://testing.whamcloud.com/test_sets/2a928e12-3266-11ea-80b4-52540065bddc

test_21a failed with the following error:

client mount without sending sepol should be refused

test_21b can also fail with the following error, due to the same root cause:

sanity-selinux test_21b: @@@@@@ FAIL: touch (6)

The problem stems from the fact that with combined MGS/MDS, we need to make sure MDS receives updated fileset info from MGS.
