[LU-1443] Update Test Scripts to Replace all Bugzilla Bug References with LU Jira Tickets

Description

We should no longer be referencing bugzilla bugs as reasons for disabling tests. Each bz bug cited as a reason for disabling a test should be copied over to an LU ticket in Jira and the test script updated to reference the new LU ticket.

I don't think this provides much value. We can always still look up the actual bz ticket for more information.
