 Description   

In patch https://review.whamcloud.com/38534 "LU-13533 utils: ext4lazyinit should be disabled" added "lazy_itable_init=0" to the mke2fs options. However, the check to see whether "lazy_itable_init" is already listed in the options is broken. It looks if "lazy_itable_init=0" is already present and doesn't match "lazy_itable_init=1" if it was specified on the command-line.
