Description

for e2fsprogs 1.42.3.wc1, we should add "--enable-quota" option in the spec.in files to enable quota feature.

Vitaly, the patch from Vladimir http://review.whamcloud.com/6419 "LU-1502 mke2fs: don't set uid/gid for root" was merged upstream as v1.42.7-40-gdc9cc70 so it is no longer in our patch series (which is based on 1.42.13).
