there is no empty bit for a LDLM_FL_* flag in lower 32bits, i.e. which needs to be sent through wire. move locally used flags to upper 32bits to free some bits. |

Elevating this to a 2.4.0 blocker. If we don't get this patch landed, we will be in for a world of problems when we want to add a new DLM flag, and since 2.4.0 is expected to be in use for a longer time, it needs to be fixed for this release if we hope to even be able to use these flags again. |
