 Description   

Support for --disable-modules was lost a while back. Other less
frequently used build combinations were also impacted.

The libcfs module cannot be built if modules are not enabled,
however the header files which contain inline functions and
#define translations can be used and are needed for compilation.

 I used --disable-modules all the time for my  native Linux lustre client testing. It does work so please don't break the upstream Linux client.
