This is happening during the internal mkfs.lustre mount of the newly-formatted filesystem to set the mountdata file, so something is pretty broken.

This is being fixed under LU-17131 by patch https://review.whamcloud.com/53077 "LU-17131 ldiskfs: el9.2 correct filename-encode patch".
