It looks like this is a duplicate of LU-17540 and is fixed by patch https://review.whamcloud.com/50419 "LU-15740 tests: scale fs_log_size by OSTCOUNT"

That patch is not landed on b2_12, so this subtest may occasionally fail with 2.12.x clients.
