Description

As shown in bug ~~LU-1735~~, we are not running Job Stats under a variety of test workloads. It would make sense to enable Job Stats by default in the test framework using the "procname_uid" type, so that it is always active and being tested by all of the different code paths.

Making this a blocker for 2.3.0, so that we get good automatic test coverage of Job Stats instead of having to do manual testing only at release time.
