 Description   

This flag is already used by customers with fix from LU-1575 for the flock policy issue between 1.8 and 2.x versions.

The ticket is intended to reserve this flag for 2.3 Lustre release.

Note that this didn't really need a separate Jira ticket just to create the patches for landing OBD_CONNECT_FLOCK_OWNER, but it isn't harmful. Those patches could have been submitted under LU-1575 as well.
