The sub-test test_1 failed with the following error:

test failed to respond and timed out

Should add version check to skip mds-survey in interop with 2.1<->2.3

Could you please take care of this one? We'll still be supporting interop with 2.1.x for Lustre 2.4 so this is needed for master and perhaps we can add the fix to b2_3 if we need an RC2 for 2.3
