Description

in test_14a of sanity_quota, the data written was cached in client side, which cause the test failed.
using "multiop ${TESTFILE} oO_DIRECT" (direct IO) instead of "dd" to avoid such issue

the privilege issue in b1_8(OBD_BRW_NOQUOTA should be set if the user has CFS_CAP_SYS_RESOURCE privilege) has been fixed in master
the patch pushed to gerrit won't contain it
