This fails consistently for current master on ZFS

it should be fixed with LU-2059, the problem is that mgc may have local configs if it is server node, but that code worked using lvfs that is not case for ZFS obviously. With patch from LU-2059 local configs code works via OSD API.

I'm reopening this to track a patch to remove test_57b from ALWAYS_EXCEPT in conf-sanity.sh for ZFS. This bug was closed as a duplicate of LU-2059, but I think the main part of that bug has since been fixed.

Could you please submit a patch that removes 57b from ALWAYS_EXCEPT, and has a Test-parameters: line that runs conf-sanity maybe ten times to see how often it is passing.
