 Description   

To reduce the chance of "clients missing server recovery windows" when suppressing pings, we should consider these changes:

  1. Check if IR is available and ready before declaring a client is capable of suppressing pings.
  2. Force pings if the MGS is down.

It is difficult to strictly enforce the IR requirement of "suppress_pings" in the code, given that an MGC does not know if IR is administratively disabled or if a target is mounted with "noir". But this patch reduces the chance of the issue during MGS downtimes.
