 Description   

Recent 4M debacle highlighted the problems with RAS_INCREASE_STEP that is dependent on blkbits.

So would not it make sense to expose either that or RAS_INCREASE_STEP as a proc tunable? I definitely think different people will have different requirements in regards to that functionality and so the tunable makes total sense

I'd prefer not to have a new /proc tunable if we don't need it - we have enough already. It probably makes more sense to increase this with the actual RPC size and/or the stripe size.
