 Description   

In DNE phase I, only create/unlink remote directories are allowed between MDT. In DNE phase II, all of metadata operation are allowed to be cross-MDT. This task should remove those limitation added in phase I, and add necessary cross-MDT updates to allow all metadata operation to cross-MDT.
