 Description   

mdt_start_ptlrpc_service() starts a set of threads (namely mdt_dtss) listening behind the SEQ_DATA_PORTAL.
However, as per a discussion with Tappro, this service is not used currently and will never be.

The dtss service was removed as part of http://review.whamcloud.com/4354 from LU-718 (DNE) landing.
