Description

In order to check the impact of TBF and other NRS policies, we adds a counter which collocts the counts of handled requests during differnt time periods (LU-3495). After more consideration, we think that there might be a wider range of use to keep the track of eneral
lproc_stats than RPC count only. The former implementation of RPC count history can be
easily replaced by a general implementation, so we decided to port the old codes to lprocfs and mananged to add a history support for lprocfs_stats. It might be helpful for users to collect information about the system in some cases including NRS policy tuning.
