rerunning
lfs quotaoff -ug /nobackupp8

seems to have fixed the issue.

I think the when the mds is reboot it enables quota. But lfs quota still reports that it is off.

This because lustre quota wasn't enabled however the ldiskfs quota on MDT was enabled, I'm not sure how this happened, maybe such inconsisence was introduced by a partially executed quota on/off command.

rerunning
lfs quotaoff -ug /nobackupp8
seems to have fixed the issue.

Yes, a successful quota on/off can remove the inconsistence.

I think the when the mds is reboot it enables quota. But lfs quota still reports that it is off.

If quota was enabled successfully, 'lfs quota' shouldn't report off.
