 Description

This is a continuation of bz 21581. Bernd had submitted a patch to move to using the pax format, but Brian pointed out that the ustar format is more compatible and would still increase the path length to 255 chars. We never followed up to change it though, so it still needs to be addressed.

In order to do this we need to make version 1.9 of automake our minimum. This has been included in the patch submitted to Oracle.

This has been resolved for 1.8.6. Oracle have landed the patch sent to them. Leave open for the 2.1 landing.
