Description

Hit this ASSERT after bringing servers back up after a TOSS update. System is classified. Rough transcript of console log:

This looks pretty similar to LU-4913, only in osc, but he fix there is pretty generic.
Need to be beware of LU-5420 that crept up after that though I am not sure if that was due to dne or was a generic problem too.
