 Description   

In http://review.whamcloud.com/12282 (LU-3537 mdt: allow cross-MDT rename and link) we removed the checks of mdt_enable_remote_dir rather than defaulting this parameter to true.

Let's restore the checks of this parameter and add parameters to control migration and striped directory creation.
