[LU-9059] mount.lustre FATAL: unhandled/unloaded fs type 0 'ext3'

Description

This new error started appearing recently:
mount.lustre FATAL: unhandled/unloaded fs type 0 'ext3'

Pretty sure it's a side effect of the following mod recently landed:

commit a6e430e81669a6ab40ecae9b416dd2cdee45908c
LU-7481 utils: label lustre device correctly
https://review.whamcloud.com/24845

Backing out that one mod makes the problem go away.
In spite of the very alarming wording of the error, the mount seems to succeed just fine.

Hi Hongchao,

Can you please have a look at this issue when you return from the holiday? The mounts are succeeding and does not seem to be interrupting testing at the moment.

I am seeing this error message when I mount a ZFS OST on a system without ldiskfs installed.

This is today's multi-rail branch, which was just synced with master.

re-open, new ticket, or is this a feature of my not having an entry in ldev.conf?
