Due to a typo in mdt_quotactl, group IDs are not being properly mapped for quota commands.

Thanks so much, this small patch applied to 2.9 fixes our lfs quota issue (I'm also using LU-8851).

Before:

$ lfs quota -g ruthm /oak
Disk quotas for group ruthm (gid 32264):
     Filesystem  kbytes   quota   limit   grace   files   quota   limit   grace
           /oak 6560227364       0       0       -       0       0       0       -

After:

$ lfs quota -g ruthm /oak
Disk quotas for group ruthm (gid 32264):
     Filesystem  kbytes   quota   limit   grace   files   quota   limit   grace
           /oak 6560297268  10000000000 10737418240       -  137554  1450000 1500000       -
