What version of Lustre is involved here? Please fill in "Affects" and "Environment".

Also, it is better to ensure that the OST is active, rather skipping the test , otherwise we could say the same about all the later tests and skip those as well.

This issue seen when journal size is not sufficient for ost's or user provides smaller journal size in this case ost's not get added in active list, this is seen with our interop (Server 2.1.0.x5 - Client 2.5.1).

Can i write function in t-f to check ost's active with OSTCOUNT which get called at the beginning of test-suite?

test-suite will get exited when ost's not active with message.
