This fails on every platform that attempts to disable test and/or iokit

Description

For our production systems we wanted to disable lustre test and the lustre iokit since we don't need it. I found this breaks building rpms for both server or client builds. Also the lustre test rpm depends on the lustre iokit rpm but its possible to do --enable-tests --disable-iokit which will generate incorrect rpms as well. This ticket covers fixing these issues.
