 Description   

In the IOC_LIBCFS_DISCOVER and IOC_LIBCFS_PING_PEER cases of LNetCtl() references on the peers returned by lnet_find_peer() are leaked.

We need tests somewhere that use both ioctls with valid and invalid peers. More generally we need basic coverage of lnetctl in lustre/tests/.

I'm working on integrating the LNet Unit test framework, that'll bring in quiet a bit of tests that test the lnetconfig interface.
