section 26.2 needs updating to reflect current behavior of lustre-diagnostics and how to report bugs.

An additional note for this ticket is that the content generated should probably appear on our public wiki.

So, either a wiki page could be written and copied to the Manual - or vice versa.

If the former is preferred, I can do the manual conversion.

However, lustre-diagnostics-1.6-wc1 still point the user towards bugzilla.lustre.org, so I am reluctant to include any content on this tool until that bit is resolved.

The current documentation for this section points to http://downloads.whamcloud.com/public/tools/ for a Lustre diagnostic tool, but there is no diagnostic tool there.
In the short term, we should point to http://downloads.lustre.org/public/tools/lustre-diagnostics/ where the tool actually exists or remove this section from the manual.

Maybe this is a separate ticket?
