As part of ~~LU-2675~~, in commit b5a7260ae8f96c3ff9a9948dacc4f17a46943d00 some unused utilities were removed:

"Remove the unused lnet utilities: debugctl and ptlctl.
Remove the unused lustre utilities: lrun
module_cleanup.sh, obdctl, and rmmod_all.sh."
