We need to get updated documentation for the changes being made to TBF interface, otherwise this feature will be useless to most users.

Hi Li Xi, can you or Qian, or Teddy please submit an update to the Lustre Manual that explains the new changes being added for NRS TBF in recent versions.  There are users trying to use TBF with Lustre 2.10 but the manual is outdated.
