 Description   

In ticket LU-8943, a new ko2iblnd parameter, conns_per_peer, was added to better tune OPA-based nodes.  

This ticket is to add documentation to the manual on this new parameter and to add some recommendations on setting it and how it relates to the HFI1 tunings.
