 Description

This is a dup of lustre.bugzilla.org bug # 24477

From that bug:
The lfs setstripe documentation in the Lustre Operations Manual (Section 28.1 of the 1.8 manual)
does not address when the specified starting OST or round-robin nature of stripe allocation will
not be honored because OSTs are inactive or in a degraded mode. The doc should be updated because
the MDS will choose other candidates silently without informing the user.

The documentation could read, "In some cases the desired OST(s) can not be used because an OST is
inactive or in a degraded mode. In that case the MDS will silently choose another target."

The pertinent section in the 2.x manual is 18.3.
