OFD Test Framework Changes

This will ensure that the code in master continues to work after changes, and will simplify performance and functional comparisons of the two IO stacks.</p> <p>This depends on the basic Orion server support that will be introduced by <a href="https://jira.whamcloud.com/browse/LU-1415" title="lustre-client-tests on the client must be modified to support Orion servers" class="issue-link" data-issue-key="LU-1415"><del>LU-1415</del></a>.</p> <p>As part of this effort need to ensure sanity-quota is updated to run tunefs.lustre -quota when USE_OFD is set and using a ldiskfs OSD.</p> Related LU-1415 LU-1196 Development Project Rank 1|hzw15j: Rank (Obsolete) 10268
