[LU-12054] conf-sanity test 70a fails to properly cleanup on failure

When test 70a fails, the cleanup at the end of it is not executed, and then subsequent tests 70b and 70c fail to run because 70a did not cleanup after itself

We really need some sort of a trap added there, or just remember the state and then cleanup and return the state?
