[LU-13710] llapi_file_get_stripe.3 needs to be updated for new layout types

The llapi_file_get_stripe.3 man page should be updated to describe the new file layout types for PFL, DoM, and FLR, and their corresponding LOV_MAGIC_* values, but also encourage users to use the llapi_layout_*.3 interfaces for more complex layouts, rather than trying to interpret them in userspace.
