sanity-flr test_46 fails for Lustre client version >=2.13.53.205 and Lustre server version < 2.13.53.205 and was added to Lustre by patch ee916af10de2 (~~LU-13366~~ utils: SEL yaml and copy file support). This test started failing for interop testing on 21 MAY 2020.

Looking at the suite_log for https://testing.whamcloud.com/test_sets/dd663411-ee0e-4f68-bb37-4f8340ddac59, the error looks like

It seems like skipping sanity-flr test 46 sub tests 7, 8, 9, and 10 should be skipped for Lustre server version >=2.13.53.205.
