[LU-14620] unable to create volatile file as regular user

It isn't possible to create a volatile file in a directory where the user does not have write permission, even though the file doesn't actually appear in the directory.

This is problematic if a user tries to run "lfs mirror extend" on a file they have write permission on that is in a directory where they don't have permission.
