[LU-14908] Batch cl_page initialization

This is a ticket to track batching initialization of cl_page structs for DIO. Work last year suggests that on top of changes in ~~LU-13799~~, this can give a ~30% further reduction in time spent prepping i/o for submission, which translates to ~50% increase or around 15-16 GiB/s.

This ticket is to track early work here, probably targeting 2.16 rather than 2.15.
